Joseph Vijay is scheduled to launch the Thaimaman Thanga Mothiram Scheme (Maternal Uncle Gold Ring Scheme) at Government Rajaji Hospital (GRH) on Monday, September 28, 2026. Who is eligible
According to the scheme guidelines, a baby qualifies when all of the following are true:
- The child was born at a government hospital or government health institution.
- The mother is a resident of Tamil Nadu.
- The mother has completed PICME registration.
- The mother has an RCH ID.
Proof of Tamil Nadu residence can be shown with a ration (family) card, voter ID, Aadhaar card, labour welfare board identity card or a residence certificate, subject to verification.
PICME and the RCH ID, explained
PICME (Pregnancy and Infant Cohort Monitoring and Evaluation) is Tamil Nadu's system for registering pregnancies and tracking the health of mothers and babies. When a pregnancy is registered, the mother receives an RCH (Reproductive and Child Health) ID, which links her antenatal check-ups, delivery and the baby's immunisations.
Registration is usually done early in pregnancy through the nearest government primary health centre, the village health nurse or the government hospital where the mother goes for check-ups. Because this scheme depends on PICME and the RCH ID, expectant mothers who have not yet registered should do so as early as possible.
Babies born between June 22 and September 27
The scheme applies retrospectively to babies born from June 22, 2026. Rings for eligible children born between June 22 and September 27 are to be handed over through designated distribution centres across the state. From the launch date onwards, the benefit is being provided to eligible newborns through the government healthcare system itself.
No form, no queue: the government has said there is no separate online or offline application. Beneficiary details are taken from the existing hospital and registration records, so the important thing is that the mother's PICME registration and RCH ID are in order.
What parents should do
- If you are expecting, make sure your pregnancy is registered under PICME and note down your RCH ID.
- Keep one of the accepted proofs of Tamil Nadu residence handy.
- If your baby was born in a government hospital on or after June 22, 2026, check with the hospital or your village health nurse about where and when the ring will be distributed in your area.
- Be wary of anyone asking for money or documents to “register” you for the ring — the government says no application is required.
